1981 - Unitą Urbana a Sviluppo Controllato (I°) , tesi di laurea svolta da Carmine Sarno con il professore Aldo Loris Rossi alla Facoltą di Architettura di Napoli .
Progetto di megastruttura come ipotesi ecosistemica di frammento metropolitano, idea sviluppata come tesi di laurea sperimentale nell'ambito del corso universitario di Napoli da Carmine Sarno con il professore Aldo Loris Rossi , il progetto si riallaccia al dibattito mondiale sui nuovi sviluppi per l''urbanistica e le grandi metropoli, ed in particolare all'arcologia di Paolo Soleri , ed ha partecipato a mostre nazionali e internazionali con pubblicazione e recensioni.
Ogni nucleo urbano per esistere necessita di una struttura di servizi integrati e di funzioni sociali e quindi di spazi idonei, flessibili ed in evoluzione ecosistemica; l'unitą urbana a sviluppo controllato si pone in alternativa alle sbiadite periferie delle grandi cittą in un'ottica megastrutturale.
A riguardo della realtą megastrutturale scriveva Enrico Crispolti:"...l'esito quantitativo delle megastrutture sia in senso megasegnico che in senso funzionale, č permesso dalle capacitą inarrestabili delle nuove tecnologie.Queste capacitą la megastruttura utilizza in tutti i suoi aspetti, sia propriamente strutturali costruttivi (sviluppi tecnici dell'uso del cemento armato, precompresso, ecc., e del ferro, industrializzazione e prefabbricazione edilizia,ecc.) sia nell'ordine delle connessioni comunicative (elettronica, cibernetica, informatica,ecc.). Anzi rappresenta per molti aspetti un'esaltazione, anche in certo modo autorappresentativa,delle possibilitą tecnologiche nuove, al di lą del mero ambito della tecnologia edilizia, e in senso invece pressochč totale. Un rapporto quindi di pieno impiego (appunto anche autorappresentativo) con le tecnologie dell'era spaziale. In questo senso anzi le megastrutture offrono esiti di 'poetica' (o almeno di 'imagerie' urbana) alle possibilitą tecnologiche nuove, in senso totale...La proiezione megastrutturale, non soltanto a livello di utopia megalopolitana, č intenzionalmente una adeguazione di immaginazione progettuale alla domanda nuova della realtą di massa della societą contemporanea, della crescita demografica accelerata, dell'urbanizzazione e dell'ingigantimento metropolitano attraverso lo sviluppo delle attivitą terziarie, di una grande produzione di cultura di massa , dei problemi del grande numero. Portando a conclusione l'intuizione futurista delle interconnessioni strutturali urbane, il discorso costruttivo megastrutturale non contrappone pił piano (meramente tecnico e amministrativo) e costruzione architettonica, quali momenti distinti e sfalsati, ma riporta l'impegno progettuale e costruttivo alla dimensione territoriale e urbana e alla scala di piano, facendogli assumere il controllo (anche se non ovviamente la soluzione problematica specifica) di tutte le componenti di una realtą ambientale urbana e territoriale...Garantendo alla molteplicitą stessa un principio di possibilitą di sopravvivenza in quanto tale, la megastruttura propone un rapporto di libertą di determinazione episodica, localizzata, individuale, rispetto all'impianto megastrutturale di base. La libertą significa esattamente flessibilitą temporale quanto spaziale, trasformabilitą e mobilitą, delle determinazioni strutturali e architettoniche, entro la pił ampia cornice megastrutturale...
Nell'unitarietą di intervento architettonico e intervento urbanistico gli esponenti ecologici sono inclusi.
