Oggi il museo non solo serve per conservare il patrimonio artistico e culturale, ma è anche soprattutto uno strumento di diffusione culturale che attraverso la visione diretta degli oggetti collezionati, divulga la conoscenza. La più importante caratteristica del museo moderno è che la sua organizzazione è predisposta a stimolare interessi connettenti più campi e non limitando la conoscenza solo su aree separate e distinte. Si devono conservare e proteggere le collezioni, allo stesso tempo quelle collezioni devono essere accessibili non solo agli esperti e agli specialisti ma anche alla gente che per la prima volta si accosta ad essi. In più gli spazi museali devono adattarsi alle opere esposte e non viceversa. L'inquinamento prodotto dal crescente numero di visitatori mette in pericolo le collezioni; per evitare ciò bisogna progettare impianti adeguati.
Noi abbiamo usato un linguaggio architettonico chiaro, immediatamente comprensibile, in modo tale che la gente possa percepire l'estensione del museo e il risanamento urbanistico come un evento cittadino che si integra con il famoso intorno e apparendo familiare incoraggia i visitatori ad avvantaggiarsene. Una varietà di percorsi sono stati creati, in modo che il visitatore può direzionare i suoi passi verso le propie tendenze e personali interessi.
Per evitare la spiacevole sensazione che il traffico veicolare poteva produrre sui visitatori, il parecheggio dei bus e delle autovetture sono localizzati sotto Calle de Felipe IV. All'uscita dell'area di parcheggio una piazza-giardino con una rinfrescante fontana riceve i visitatori. Un ampio percorso pedonale sul retro dell'Edificio Villanueva, conduce i visitatori all'ingresso principale. La Reception Hall è il luogo dove il museo comincia a presentarsi; così accanto agli usuali servizi d'ingresso (biglietteria, guardaroba, shops,ecc.) vi sono delle postazioni di informazione digitalizzata, pannelli di informazione delle attività del museo e banchi-informazioni.
Dalla Reception i visitatori con scale e ascensori situati nel basamento dell'Edificio Villanueva, possono raggiungere tre differenti eree e livelli di questo edificio o possono raggiungere le altre parti del museo, il Museo dell'Arma e il Cason del Buen Retiro, grazie ad un tapis-roulant sotterraneo.
La Riception Hall è simile ad una piazza, punto focale dove differenti funzioni convergono:area shop, area ricezione gruppi, biblioteca, sala di esposizioni temporanee, sala conferenze, caffetteria-ristorante, intrattenimento bambini, aree amministrative e direzionali, servizi.
La sala di esposizioni temporanea con un accesso indipendente è uno spazio flessibile ed è adattabile per ogni specifica condizione ambientale ed illuminotecnica. la sala conferenze ha un accesso diretto dalla strada ed è adattabile per concerti, conferenze, corsi monografici, cerimonie ufficiali, interviste, proiezioni, ecc.
La biblioteca alloggia l'area per gli uffici, per la catalogazione e ricezione dei libri,l'accesso diretto al deposito dei libri ed alle aree di deposito riservate, le sale di lettura per i ricercatori; la biblioteca e localizzata in un area che è facilmente accessibile dalla gente che non appartiene al museo ed il progetto considera l'incremento annuale delle scaffalature degli spazi di deposito. I dipartimenti di conservazione e ricerca, di documentazione e computerizzazione, gli archivi, i servizi di stoccaggio e registrazione delle collezioni d'arte, il laboratorio fotografico, le aree dirigenziali, le aree per i custodi e guardiani, sono localizzati in posizione baricentrica tale da permettere il raggiungimento di ogni parte del museo in tempi equivalentemente ragionevoli.
Un montacarichi carreggiabile, sito nell'Edificio Los Jeronimos, permette ai camion di raggiungere ogni livello e dicaricare e scaricare opere di grande taglio. sul perimetro dell'edificio corre un cavedio interamente ispezionabile dove i tubi di differenti impianti vanno a servire le varie erre museali.
